The European Union Commission Thursday is expected to announce a quality-certification process for biodiesel and ethanol, the New York Times said, to ensure that biofuels are low-carbon fuel alternatives to fossil fuels.
EU Energy Commissioner Gunther Oettinger endorsed a plan for companies to apply for a quality stamp before year's-end, to assure their fuel is low-carbon.
