New rules will include non-rural biofuel producers for payment program
The Advanced Biofuel Payment Program contained a proposed rule requiring recipients to have a rural location and 51 percent domestic ownership. The ownership provision would have excluded the Louis Dreyfus plant in Claypool, the nation's largest biodiesel producer, from participating in the program.
